In France, the choice is based mostly on the active lime content of the soil, as well as wine quality objectives.  For example, 161-49, 41B and Fercal for quality and S04 for high production.  In California where active lime is not a problem and wine quality is more important than high production, the low-vigor rootstocks are recommended: Riparia Gloire, 101-14MG, 420A, 3309.
